Job Description: Clinical Manager

DEFINITION

Responsible to the Executive Directors for management of all aspects of the patient services program consistent with HomeCare & Hospice of the Valley policies and procedures.

RESPONSIBILITIES

Responsible for the overall administration of patient services delegating responsibility as appropriate to program coordinators.

QUALIFICATIONS

• Graduate of a BSN level preferred, with a current license to practice as a registered professional nurse in the state of Colorado.
• Minimum three years of supervisory experience in a home health agency, hospice or related program.
• Demonstrated administrative ability including knowledge of health care policies and program responsibilities.
• Experience in development of administrative policies and procedures and design of programs for implementation and compliance.

FUNCTIONS

• Oversee delivery of patient services and compliance with agency policy.
• Identify need for changes in program and service, develop proposals for consideration by E.D.
• Develop policies, procedures and guidelines to fulfill program objectives.
• Oversee scheduling, supervision and ongoing education of home health aides.
• Participate in program development.
• Participate in overall agency planning.
• Plan and implement specific clinical and administrative projects, coordinating them with overall agency plans.
• Implement and monitor a quality assurance program revising procedures as indicated.
• Monitor agency compliance with state health department/federal government standards and regulations for licensure, home health agency and hospice certification.
• Oversee the maintenance of medical records, assuring accuracy, completeness and compliance with licensing regulations, certification standards, legal and ethical standards.
• Participate in orientation program for new hospice staff personnel.
• Participate in plans for recruitment and career development of patient care team personnel.
• Plan and implement staff education program for all team members.
• Provide guidance in communication, coordination, and effective operations relating to patient care through development and utilization of recording and reporting systems, manuals and other resource materials.
• Supervise and coordinate utilization review activities.
• Assist in the development of personnel policies and monitor compliance in areas of responsibility.
• Provide input to related administrative/computerized systems and monitor the processing of data relating to patient care.
• Participate in professional and community health and welfare activities.
• Participate in other projects and/or provide information for a project outlined by the vice president.
• Assume responsibility for agency administration in the absence of the president and vice president.
• Perform specific assignments as directed by the vice president.
